The insurance policy would be a turf equipable loot. Could only be looted. Rare?
Upkeep:? Should be fairly cheap otherwise the purpose of this loot would be defeated.

Defense:0
Should be able to equip at least 2 or 3 a turf.
The use would be you put it on a turf that has a few upgrades on it(union boss, tunnel, etc.) and whenever anyone car bombs it, the added policy(s) have a chance of being destroyed instead of your other upgrades. It wouldn't have any better chance of being destroyed than others. -
Hmm, i like it. But What if it reimbursed you for lost upgrades? E.g. I get bombed and lose a union boss, but then i have that and it gives me a new union boss. Because thats how insurance would work right?

I like it, but part of the strategy for the game is not leaving loot lying around and taking loot from other players. This would destroy that aspect the the game kind of.

Just the luck of the draw on being bombed. I myself would put them on my highly upgraded turf and also on turf I recently capped that had upgrades on it.
