If you are capo or anyone paying police protection in a city, they are alerted when a new players builds a turf in that city/town

If paying police protection, you are alerted to someone new taking capo status even if you aren't capo.

A watchlist alert where you can track 10 turfs and you are alerted if someone builds a turf within attack range. O course this would cost $$ for each turf added to the list for the specified period.
