Lately there has been a lot of loot added to the game and recently it has been hard for some of us to get some loot (even uncommon ones like police maps, or shoes). I believe we the missions some only give out certain loot.
Ex. Mission A gives out weapon loot
Mission B gives out turf loot

Well if its been suggested by you then that means its pretty reasonable.
I just happened to think of this and it's seems like every idea has been presented at least once.
