Instead of protection money in a city going to nothing it could go to the local capo, which is were it would go in real life.

That makes sense. It's a great idea. I think half the money should go to the cops and the other half to the capo. Or all the money goes to the capo and the capo has to pay money to the cops which is what would happen in real life
