Hows about inventing a loot to where it would be used like a horse head or a pair of cement boots, but this loot would silence a player from posting for an hour or two? It could be like a straight jacket or an iron maiden or some mid-evil muting device. It should be a rare loot not to be over loaded with them but be available enough to gain at least 2-3 a week. Make it so they can't be stacked but make it so it can be used properly. Also make a counter to this loot, maybe a $$$ penalty fix something that would be feasible to fix but somewhat punishing enough to stop or at least slow down the numerous posts by player.

Maybe an up to date mob tool/loot like duct tape. Message could say " player X has silenced you for said amount of time".

Definitely make them only available to players that have achieved certain accomplishments in game, so these users are encouraged to either level/mob up to the point they are responsible enough to be able to use them.

I like the idea because it could add an edge to alliances as you wouldn't be able to communicate with them well. But then again it could force a few players who are already sick of the forums onto Pal as I'm sure big players would get spammed by these.
