When u are capo of a state, u aren't really. It just means u captured terrortory in an area that is not in a named city.

that's just silly. Why make the distinction? Is it just because one might not know the capital of a given country?

Seriously, I do like this idea, but I would like it to be based upon the area controlled in a given state (province) and country. So if one controlled the mist area in a state, one would be capo of the state. Similarly, if one controlled the most area in a country, one would be capo of a country. Taking the theme further, one could then be capo of a continent, and ultimately Earth.
