Since it's a less balanced rpg upkeep should be $500-$550. Would that be fair?

I think the weapon is mention for only top mobsters who money really isn't a big deal

At the end of the day it's all about money. Nick knows that the bigger players have both attack and defence wepons, so they will now need more turfs to pay for tommys and rifles. So Nick makes $$$ and bigger players spend there $$$ on don points for turfs
