  By adding financial upgrades ie. Grow houses, brothels, meth labs and dealers on the street etc. Also have some sort of drug based economy where we can sell drugs produced thru the street dealer upgrades. It sounds abit like cartel but I've been thinking that combining aspects of the two games would make a really great game. This would create greater incentive to protect ur turf and go to war over drug or prostitute territory.
