Base the surrounding mobsters on where you have turf as well as your physical location. This feature helps to level the playing field of invites.
Currently mobsters that live in densly populated areas have a better chance of getting invites randomly. People traveling by means of turf hopping could invite the locals that they come across hopping about. Turf interaction encourages social interaction.
