The cities in the top mobster tab are in a completely random order. It makes it a pain to look for different cities and looks bad. I think it should be listed in alphabetical order to make cities easy to find in the top mobster section

I think it's based upon your influence in the city. Those you're not in are fixed depending upon income or the total influence there I believe. Also it kinda is in alphabetical order. If you havent noticed before the cities you're not in are in multiple alphabetical orders depending on idk if it's location (northern area of the state, central state, southern state) or if its set up like I said before with total income, influence, or just density
