Expiration date on turf

There needs to be an expiration date on turf for people who don't log in at least once every 90 days. I'm wanting to attack several pieces of turf but influence spread is too great and this guy hasn't played since Jan. I'm not going to intentionally lower my inf just so I can attack. Abandoned property should be exempt from turf attack checklist.

Yeah, but it should only apply for smaller players, as larger players may take time out (e.g. Schulzie) and lose everything.

He's only suggesting a "cap checklist" exemption, so bigger players wouldn't be affected much in the first place since they won't be below the 10% inf. of any player trying to take the turf. So it would only really apply to the smaller players since their inf. is often too low to go after.
